Recovery console: Allow automatic administrative logon

This policy determines whether, when you start the recovery console, Windows automatically logs you in as Administrator. 

The recovery console is a way of booting a scaled down version of Windows for repairing systems that won’t start. For more information on the recovery console see: http://support.microsoft.com/kb/326215

Bottom line

This is disabled by default and keep it that way. Otherwise anyone with physical access to the computer can gain administrative authority.
